我觉得语法完善来说应该这么说，过去没有，而且将会持续下去，是现在完成进行时，可以表示还没有。不过我感觉这题没有这么复杂
Scientists haven’t also discovered life on Mars 我感觉这么写如果没有强烈要求可以的。【also置于实义动词之前助动词之后表示“也，还“的意思，翻译出来就是”还没有“】
我感觉你要的答案应该偏向于第二种，不过我认为第一种对。
