个人觉得应该是is providing 才对，可能口语中不十分注意语法，所以就用了provide。

主句是 another thing is providing rooms and equipment。

another thing (i've heard some universities do) ,especially some of the newer ones, is to provide
主语 修饰主语 插入语 谓语
rooms and equipment (for lectures to take place actually inside their sports centres).
宾语 状语
只有一个动词啊

不是PROVIDING 就是TO PROVIDE
