如果把providing that与 provided that都作为成语用时(意为规定),从主语位置看,前者为主动,后者为被动;从时态上看,前者为进行时,后者为过去时。
如果把providing that与 provided that做动宾短语用时(意为提供什么什么,后面通常用解释that的宾语句式,只不过是时态不同而已。

3.I will agree to go provided/providing (that) my expenses are paid.
假如为我负担费用,我就同意去。
如果是用于“基于...”的释义的话,两个是没有区别的,而且是可以互相替代的。我个人比较习惯于说provided that,或者只说provided(那个that是完全不需要的),不过这也是个人喜好啦。
