建国以来，我国农村医疗合作制度从无到有发展到现在，取得了令人鼓舞的成绩，在2003年也开始推行了新型农村合作医疗制度，但是在执行过程中依然存在着一些问题，如地区经济发展存在差异，新型农村合作医疗筹集资金难，农民认识不充分导致新型农村合作医疗执行困难，农村人口老龄化加大了新型农村合作医疗制度执行的难度等。本文针对存在的这些问题，提出了一系列的解决途径，即因地制宜地建立多形式、多层次的农村医疗保障，加大政府对新型农村合作医疗的支持力度，使农民充分认识新型农村合作医疗进而更多的在行动上加入，采取措施应对农村人口老龄化带来的问题等。
