2. Guidance for the development of nanometer industry in the country
China is a developing country. After the reforms and opening up to the outside world, the country has witnessed a continous, stable and fast development of its national economy, which attracts worldwide attention. But as the country has a weak base, this development has relied mainly on traditional industries, and although high-tech industries also witnessed a speedy advancement in recent years, it has contributed only a small proportion of the national GDP, still a big difference than developed countries. Our national conditions decides that we have to go a different way in the development of nano-tech than Japn and Europe. We need to develop the industry with Chinese characteristics, a new way of our own in its development to solve our problems urgent in the development of the national economy. Nanotech needs to enter the traditional industries, by adjusting the product structure and adding more high-tech content. We need to make use of it to help upgrade the traditional industries and to promote the increase in our national GDP. And at the same time, we need to search for new chances, to penetrate into high-tech industries, especially in such fields as the environment, energy, medicine, and national defence. We need to build up new nanometer industries, gradually form into industrial chain so that the starting point of this new industry can be rest on the top point of the 21st century, and that it can help set a base for future leap-off developments. In such fields as information, space navigation, biology, and new materials, we still lack behind the developed countries in terms of the use of nano-tech. But we also have opportunities in some areas. If we can choose the right point to enter, we must be able to form our own product platform of self-controled copyright in some areas. And later it is surely possible for us to develop that into a high-tech industry.
3 Key areas of China's nanometer industries
The first 20 years of the 21st century is a key period for the development of nano-tech on an international basis. Nanotech will give new opportunities to varies industries. Since the eighties, the country has entered a sound economic circle of high speed development. As a result, the national GDP ranks 7th in the world, at 1000 billion US dollars in 2000,only behind the US, Japan, Germany, France, England and Italy. Its foreign exchange deposits stand at the second place. Still, the national economy is supported mainly by traditional industries. To realize a leap advancement and become a member of the developed world in the new century, the country must belieave that nano-tech development is a good chance, and then actively develop high-tech industries and realize the upgrading of traditional industries. According to the development trend,and based on factual conditions of the country, we should put special emphasis on the following industries:
1、Special nanometer powder-like materials.
Nanometer materials for special purposes have great market and use potential, a key point for many countries. Our country has advantages in the technology and resources of this field. To speed up this industrialization and break the monopoly of other countries has its strategic significance.
(1)Nanometer carbon tube:This product is generally regarded worldwide as one with great market potential. With cheap catalyzing and breaking techniques to replace laser electic arc to produce nanometer carbon tube is a good way to gain good quality, low cost tubes one a large scale. Prices will drop hundreds fold and production efficiency dozens times higher. The country retains certain technical advantages in this field and thus its products have good competitiveness.
(2)Nanometer rare clay materials. The country abounds in rare clay and the export volume is number one in the world. But presently, our rare clay materials are of low quality, and poor profit from exports. The use of wet metallurgy and chemical heat decomposition can help the industrialization. And thus we have much room to increase our ability to share the world market.
(3)High engergy nanometer materials. This is a highly value added product, urgently needed in national defence. We have an urgent task in this aspect then.

(1)High-density direct magnetic recording nanometer materials. As traditional thin layer magnetic record pieces have reached its limit of density, the use of nanotech can greatly increase this feature of the product. This will bring about a revolution in the recording field.
(2)Super high magnetic nanometer compound :This will become a new era of magnet material. The use of the country rich rare clay resources into the production line will help these products into the world market.
5、Nanometerization of the surfaces of normal materials:
(1)Nanometer functional paint:Every year, the country loses billions of dollars as a result of damages, contamination and oxidization of components. (2)Digital high clarity display:Plane display has a great market potential. And the prodution of low lost, wide view anger, high exculpation rate, low-engergy consumptin and thinness are advantages of the next generation products. The use of nanotech can help to achieve this goal.
7、Nanometer industry in energy and environment
(1)Nanometer structural clarifier and combustion-supporter:China is a energy consumption country of low quality. Rational use of energy by using less energy while lessening the amount of waste and odor is an urgent task of the country. The use of nanometer technology will help the production of clarifier and combustion-supporter, thus greatly cut short the quantity of waste and gain satisfactory environmental results.
(2)Nanometer light catalyzing materials:Every year the country has waste water of over 40 billion tons, industrial solid waste of 62,000 thousand tons. The use of nanometer oxidation titanium will change the poision in the water and air into clean matters, then keeping the air and water clean.
8、Nanometer biology and medicine:
The development of medicine is a new challenge to cure diseases and at the same time strengthen the immunity of the human and restrict the life of bacteria and virus. Some problems in the development of nanotech
1、This development must be market-oriented, directed by the need of market and forms into industry by market. The developmentt plan shall have a short-term, medium-term and long-term differences.
2、Three areas of relations:one is professionals in nanotech research cooperating with professionals of other fields. Second is the cooperation of professionals and enterpreneurs. Third is the relation between the industry development and government direction.
3、Strategies must be set for the development. According to factual use and product objectives, put emphasis on the development of industries with good market potential and technique capabilities.
4、Pay attention to copyright. Copyright is a potential for an industry. It is also a symbol of a business. With China's entrance into the WTO, the work of applying patent protection seems more and more important. We still have a lot to do in this aspect.
