I have understood your problem and came up with some ideas to help. First of all, considering you are 16, I thought you are likely be senior 1 student. Finding hard to find new friends is common for your new students, for you are just entering into a new environment which you have little experience. Though most of students are too shy to break the ice, I suggest you should be the first one.
More over, a friend indeed is a person that you can share your happiness and sorrow. This relation needs a foundation, some same interests to be exactly. Being active and willing to share your interests will not only help you find the same kind, more over, this action can be a nice gesture for those know little about you to understand you.
There are much more aspects to care for to find friends. But the most important is being loyal and honest. It is a common sense that no one would like a person cannot be trusted. Relationship build on interests is weak, heart for heart can win the faith that can last forever.
