Through the analysis of the differences of economic development level and structure, as well as the regional characteristic between Pearl River Delta region and two wings and mountain areas ,This paper argues that there are gradient of economic development level , complementarity of industrial structure, and possibility of Industrial Transfer between Pearl River Delta region and non-Pearl River Delta region. Then, it analyses some existed obstacles
in industrial transfer and provides related measures.

In this paper, through the analysis of the Pearl River Delta region and thing both wings, a mountainous area economy development level and structural differences, as well as the regional characteristic, think the Pearl River Delta region and the Pearl River Delta region exists between the level of economic development gradient and the complementary sex of industrial structure, there is possibility of the industry shift, and analyzed some existing industrial transfer obstacle, put forward relevant measures.
