I think I can answer your question easily, since I am an international student who is willing to transfer in Fall 11. Firstly, I would say it really depends on your major. Engineering majors usually require GPA 3.5 or above to transfer to UCLA and UCB, and for economics/ business economics/ business administration major, you are probably looking at 3.9~4.0/4.0 to transfer to UCLA and UC Berkeley.
For UC San Diego, you are looking at about 3.3 for engineering major, and around 3.5 or above for the economics major. Last but not least, for UCSB, as long as you can get above 2.8~3.0, you will be fine, but of course, UCSB is not that prestigious comparing with UCLA, UC Berkeley and UC San Diego.
