如果你在会议初期的发言人名单里发言，那么根据你的PP改一改就OK了。你可以谈谈你所代表的国家对于这次的topic有什么看法，立场是什么，对于这个issue有什么解决方法之类的。

如果你在会议中后期的发言人名单，那么就比较灵活了。不建议提前准备，因为会场进度是瞬息万变的。可能你准备好了的东西拿上去讲的时候已经过时了，这样就比较尴尬。我在美国开会的时候，有一次准备好了上去发言，结果下面的美国代表很不客气的说“我们已经讨论过这个问题了，把啦把啦把啦的”虽然中国人比美国人要polite很多，但是讲过时的东西还是不大好啊。会议中后期的发言应该基于你对当时讨论的东西有什么立场，看法，你和XX国家是一个country bloc，你们这个country bloc对整个issue有什么比较完整的解决方法，或者对XXX国家代表的发言有什么针对性的疑问或回答。

如果是有组织核心磋商是时的发言，应该基于改磋商的主题进行发言。因为有组织核心磋商是瞬间提出的，所以基本没有办法准备。

Good morning, I’m the delegate of China.
Police brutality exists in many different countries generally. Some of them do harm to the social security. So solving problems about police is to be of great urgency.
We suggest that Human Rights Council should implement the rule of truth-investigation and regularly sends working group which will do researches on the police brutality in the suffering countries and also supervise the execution of relative laws. We consider setting up a committee called City-Management-Committee which will consist of citizens in order to monitor the police enforcement and also receive complaints from the society. It is obvious that the intention of the non-governmental organizations is essential. The cooperation between NGO and government should also be accentuated. Finally, Human Rights council should also hold an international police meeting which will provide a platform that every countries share their smart measures which will be probably efficient to solve such problems and they can also come up some puzzles they may meet during the daily work.
China is willing to team up with other countries. We will exert all our strength to solve the problem. We hope that we can work together and reach the same goal with pleasure.

Considering that people all over the world are suffering from the police brutality deeply, it has gradually becoming an urgent and global issue that we must concern about. People seem to be accustomed to it, which is the way that police uses to raise their, control to the society. The antagonistic relation between polices and citizens are quite usual these days and it always causes fierce conflicts that do harm to the social harmoniousness.
In order to protect people from such violence and maintain their human rights, the United Nation has already done a lot of work pervading the world. For one thing, in 1967, Human Rights council once set up an ad hoc working group of experts to investigate the torture and ill-treatment that prisoners and other detainees alleged in South Africa. Till now, many groups are also sent to some countries like Chile and Afghan to collect the information about police brutality. As the largest developing country in the world, China also attaches importance to the police brutality. In April thirteenth, 2009, China has released a draft called 《National Human Rights Action Plan》which is the first national planning with the title of human rights and police brutality has been firstly banned in it, which showed our determination to prevent police brutality.
For the sake of solving this serious issue, we must take responsibilities and following are some of our suggestions. Firstly, as an official leader of all organizations all over the world, Human Rights Council should implement the rule of truth-investigation and regularly sends working group which will do researches on the police brutality to the suffering countries and also supervise the execution of relative laws. They should unite native government to spread disadvantages of police brutality and raise the awareness of human rights. Finally, if necessary, every country should reach an agreement in order to federate the strengths of all the countries solving this problem together.
Police brutality now exists in many countries, so we still have a lot of work to do. We promise that more things will be done to protect human rights and we will try our best to bring it to an end. Let us work together to make our world a better one.
