This paper based on the idea that traditional government has cognitive errors in public decision-making, meanwhile it also analyzes the process which the government adopts and concludes that the public decision-making system, citizens etc effect the effciency of civic participation in the process of public decision-making. It analyzes the issue of public participation, draws coresponsive stratedy, and give some suggestions about how to improve it, all of which means a lot in promoting the government public decision-making system.
