The children are taken care by the teachers.我觉得of这个时候不应该用了。因为在原句中children是做of的宾语。而改变成被动语态后宾语提前做主语了。teachers做的是状语。也就是被动与态中没有了宾语。所以of的作用就没有了。因为of后面是要衔接宾语的。我是这样认为的。
